Though some callers who will not or do not identify themselves are harmless, you won't know that until you know who they are. There is one service I have used that will give me additional information such as satellite maps of the location, known neighbors and relatives, other numbers by the owner and in one particular case, that I found quite beneficial, was when they also gave me a person's address history.
There is also a phone number search where you enter in the phone number of the business you wish to locate and identify. And you don't even need to know the person's name or in which city or county they live. Some sites offer both of these services while others simply offer one or the other.
However, there are companies that focus on offering up-to-date directories for a small fee. Free phone directory don't have cell phone records. Free directories will only give you landline numbers, not mobile phone numbers.

I have seen websites claiming to offer free cell lookups, but they always lead eventually to the paid sites in the end, even allowing people to search for free and then charging to view the results.
